The use of the whip within Australian racing takes place within a regulatory framework which achieves world best practice in equine welfare and safety.
The regulatory framework that governs the use of the whip is contained within the Australian Rules of Racing which are made by the Australian Racing Board. New rules introduced in 2009 by the ARB have created an environment in which the whip is able to be used for the purposes of safety, control and communication whilst at the same time protecting the welfare of the horse.
Measures such as the introduction of a padded whip, a reduction in the number of permitted strikes and increased powers for stewards to penalise those who breach the rules have served to deliver a cultural change in the way the whip is used in Victorian racing.
On this basis, Racing Victoria considers that the regulated use of the whip remains appropriate."
